over, the provision in the Con-

c. was clearly intended to appl
to civil officials only. It
would, however, be advisable to
avoid, if possible, all disous-
sion with the Chinese Authori-
ties on the point, and to confine
the commcnication to be addressed
to them to a request for the with-
drawal of the troops at an early
date, to be mutually agreed upon,
and which should not be later
than the date at which the ad-
inistration of the leased terri-
territory is taken over by the
Hon; Kong overnment.
With reference to the second
question, Her Majesty's Govern-
ment have undertaken to adopt all
possible precautions to prevent
the leased area from being used
to facilitate smuggling into
China, or in any other way to
the detriment of Chinese inter-
ests.
